Limit to tuition fees used federally

Why is DT Max not allowing me to limit the amount of tuition fees to be used federally by my client?

The amount of tuition fees that a student must use in a given year is determined on line 13 of their schedule 11.

Indeed, it is not possible for a taxpayer to claim a lesser amount of tuition fees in order to increase his/her taxable income for the purpose, for instance, of being able to take advantage of a dividend tax credit.
